Canadians have a right to enjoy clean air, clean water and a clean environment. However, there are toxic substances represent a potential risk to human health that are often either necessary or inevitable by-products of industry, transport, waste disposal, etc.. A strict approach to care and prevention is needed for monitoring, evaluation and development of control measures if it wants to avoid these substances into the environment reach levels that could have effects harmful to health.
 
Health Canada is working to serve the citizens in controlling or eliminating toxic releases into the environment. The Ministry collaborates with many other agencies both federal and provincial, and works in partnership with Environment Canada for the application and implementation of the Act protecting the environment (CEPA). In addition to its regulatory activities and management, Health Canada conducts operations multilateral consultation and public education to ensure that all Canadians are partners well informed about the management of risk posed by toxic substances.
