 "" The water is the thing most needed to maintain life, but it is easy to bribe ...  The old philosopher had issued a clear principle that the polluter-pays almost 24 centuries before Pierre Paradis, Jean Charest and many others ... Common sense legislators of antiquity would never be able to transpire through more than two millennia of laws?
  
 The issue of water, its uses and abuses that humanity subjected to this essential resource has not finished worry us. It is probably the issue that we bring in the most tangible of our environment in the decades to come. Indeed, one can think live with polluted air, contaminated soils, flora and fauna scarce ...
 
The ubiquitous water
 There is little physical or biological phenomena in the biosphere that explained without reference to physical and chemical properties of water and its need for living beings. The flow of water has led to the formation of soil, forest growth, the borough of relief and the establishment of precious reserves of water in aquifers.
  
 Humans are facing from their origin to the need for a water supply that is reliable, both for availability for safety. The aqueous, if favorable for life, is also a vector for pathogenic micro-organisms and a range of pests. Water, essential if the quality of life was also the vector of the most deadly epidemics ever known to mankind.
 However, the organisms living in water are fragile and they depend on stability characteristics of their environment to survive and prosper. But we consider the sea as both a wastebasket and a pantry. Who would dare put his trash bag in the refrigerator and surprised that his butter has a funny taste?
   
 Who makes you if daring to disturb my drink?
 The water passes through our lives as it passes through space in a flowing river. Why not set targets on water quality out of our communities and our industries? This will empower water users of any nature, by establishing management of water catchments areas, the geographical unit the most representative of our participation in the water cycle.
   
 A watershed management, water use means to satisfy our needs, but also rehabilitate before the return in the environment so that future users, whether they live downstream or they are not yet born, can also enjoy the benefits of clean water and abundant. That's all users within a defined catchments area which has the responsibility to manage the resource and who is responsible for water quality in all point in the drainage network.
